For the camera or for the eye? I guess it is, but the evening sun is not as harsh as the afternoon sun.

For the eyes. I don't know about the camera. :)

One advice I've always heard is to avoid looking at the sun through the viewfinder. You know how precious this blessing of vision is. That picture looks rather unsettling to me.
